I am new to the internet. Is web 2.0 similar to explorer, just people can talk live to each other?

Web 2.0 is not a browser like Internet Explorer is.  It is more of a broad term that people are still debating the meaning of - but to us it means a site where people can interact with the website.  Not just talking live, although that would be one example, but also being able to post their own content as on MySpace, or by being able to comment on posts like on this blog.
